| 摘 要： | 转型时期制约财政政策的最主要因素 ,是城乡二元经济结构、体制内的非均衡和制度间的非均衡。本文在对凯恩斯主义积极财政政策功能的枢纽点———边际消费倾向进行修正的基础上 ,试图建立我国转型时期积极财政政策的一般理论分析框架。需要指出的是 ,积极财政政策不等于集中财政和直接投资支出
