| 摘 要： | 当代西方政府管理改革在价值选择中体现为一种价值关系，主要体现为三个方面：基于目的与手段的价值关系，基于制度的价值关系，基于具体管理内容的价值关系。本文集中探讨以下三个层面的价值关系：一是从目的与手段的价值关系来探求价值选择的目标层次体系；二是从制度层面来探讨价值内容的变迁；三是基于行为对象的制度特征来确定具体的价值内容。

| Abstract: | The contemporary government administration reform in the West embodies the relationship of values in three aspects: Relationship of values based upon that among aims and means,institutions,concrete content.The article henceforward discusses,firstly the systems of aim levels in terms of the relationship between aims and means;secondly,the transformation from the institution level,and thirdly,its concrete contents to be established by the characteristics of its behavioral object. |
