| 摘 要： | 长久以来发展中国家一直认为贸易-核心劳工标准的接合是"道德壁垒",会抵损比较竞争优势.政治经济学的理性分析则表明两者的常态接合是发达国家和发展中国家"双赢"的策略.在接合路径选择中,WTO和国际劳工组织"协作共管"路径显示出了优越性既能保证核心劳工标准的执行,又可防止核心劳工标准成为"政策博弈"的工具.

| Abstract: | The interface of trade and CLS (Core Labor Standards) has been long been a controversial issue. Many developing countries regard the interface as a new form of "moral barrier" that will be harmful to their interests. A rational analysis of theories and practices involved proves that the interface is a "win-win" tactic. There are several paths to realize it and the best practice is seen in the cooperation of WTO and ILO ("International Labor Organization"). It will not only ensure the implement of CLS, but also prevent CLS from becoming a new type of "moral barrier". |
