| 摘 要： | 不确定条件下的教育对策不会自动实现集体理性即帕累托最优。当非国民义务教育快速扩张时其市场约束条件也在强化。透过“大学城投资热”分析可以发现,趋利资本露骨的功利性办学取向,加剧非均衡增长,导致交易失灵,从而损害教育长远利益。把有限知识和信息下的个体理性引向集体理性是非国民义务教育面对的挑战。要素廪赋是增进教育生产可能性边界真实的有效工具。新兴古典经济学分工理论提供了最优市场规模的新视角。
