国家沿边开放政策与黑龙江对俄开放战略升级

我国实施沿边开放政策以来,边疆地区的经济社会发展取得了显著成效,但由于沿边开放与沿海开放有着诸多不同特点,存在着更多困难,一些沿边省份与发达地区的差距并未缩小。为此,沿边省区必须深入分析沿边开放的各种复杂制约因素,有针对性地争取国家的政策和资金支持,同时还应根据各自不同的地缘优势、资源禀赋、产业结构等特点,制定切实可行的开放战略。就黑龙江省来说,则应抓住中俄合作规划纲要实施的历史机遇,以推进睦邻友好、兴边富民为目标,争取对俄开放上升为国家战略,并通过全面提升对俄开放的层次与水平,加快全省经济更好更快发展。

The National Opening- up Policies Along the Borders and Heilongjiang Strategic Escalation of Opening Towards Russia

Since China implements the opening-up policies along the borbers,we have successfully achieve the remarkable economic and social development in the border areas,but there are more difficulties because of many characteristics in opening-up along the borders to be different from ones in coastal aneas and the differences are not narrowed between the provinces along the borders and developed areas.We should accurately andlyse the various restrictive factors of the opening-up along the borders and make every efforts to achieve the relevant supports of the policies and funds from the state,and at same time,we should draw up the practical opening strategies according to their own charateristics such as geosuperiority,resource gifts,industrial structure,etc.With regard to Heilongjiang province,we should grasp the historical opportunity to implement Sino-Russia Cooperation Planning Outline,push good-neighhourly policy and make borders prosperous and enrich the people,make every efforts to achieve raising opening-up towards Russia to the state strategy and speed up the economic growth of the province through raising the level of opening-up towards Russia all round.
