| 摘 要： | 公共危机具有不可避免性,而城市化、信息化、全球化更加剧了公共危机的发生及蔓延。在公共危机管理中引入问责制度具有重要的价值功能,既能对失责官员产生惩处效果,又能对公共危机产生预防效果。为加强公共危机管理中的问责,中国应当进一步规范问责主体及其权力、问责客体及其职责、问责事由及其情形、责任承担种类和内容,并完善问责程序。

| Abstract: | It is inevitable to experience public crisises, especially under urbanization, informatization, and globalization. The accountability in the management of public crisis punishes the officials who have made a breach of duty, and prevent similar public crisis. In order to reinforce the accountability, it is important to standardize the power of the subjects, duty of those held accountable, the specifications and the process of accountability. |
