| 摘 要： | 工业城市公共危机事件的频繁发生,表明我国已进入工业城市公共危机的高发期。因此,在工业城市中构建以政府为核心和基础、以企业和社区为条件和保证的“三位一体”的公共危机管理机制已经势在必行。

| Abstract: | The public crisis incidents have frequently taken place in industrial city,which indicated that the public crisis of industrical city have entered the period of frequent occurrence in our country.Therefore,It is inevitable that we build"trinity"management mechanism of public crisis that government is core and basis or enterprises and community is condition and guarantee in industrial city. |
