摘    要:现阶段,我国高校人力资源状况在很大程度上反映出高校管理体制存在着一些问题,这些问题严重阻碍了高校的发展,必须改革高校人事管理体制,建立良好用人机制以校院二级管理体制为基础,以完善教师聘任制为核心,以健全学校的激励机制为关键,建立现代化的高校管理体制,打破制约高校发展的瓶颈.

Abstract:The state of the human resource management system in colleges and universities of our country reflects, to a certain extent, the limitations of the system. This paper shows that a flexible human resource management system should be a two-level management system based on university and department,and that an effective engagement system with encouragement mechanism is a key factor in the establishment of the human resource management system.
