| 摘 要： | “三农”问题成为全党经济工作的重中之重,而“三农”问题的核心是农民增收问题。当前农民增收困难产生和解决都和政治有着不解之缘:城乡壁垒二元结构,乡镇机构臃肿而工作效率低下,乡村政治文明建设滞后,农民基本权利得不到保障,某些领导干部未能树立科学的发展观和正确的政绩观等是农民增收困难的真实原因。为此,要增加农民收入,必须对以上造成当前农民增收困难的几方面进行改革,打造农民增收政治保障。

| Abstract: | The issues concerning agriculture, farmers and countryside top the Party's economic agenda, with the increase of farmers' income being the critical issue. Both the appearance and solution of the difficulty in increasing farmers' income lie in politics, including the demarcation between rural and urban residency, overstaffed, inefficient rural governments, underdeveloped rural political culture, farmers' basic rights not fully guaranteed, and some leaders' unhealthy views on development and self-achievement. Innovative work must be done in these aspects to politically assure the increase of farmers' income. |
