| 摘 要： | 一、问题的提出在现行抽样调查中 ,唯有在单一产品的调查实践中 ,相比较而言是成功的 ,譬如在粮食产量抽样调查、在价格指数抽样调查等方面。除此之外 ,其他各专项抽样调查中 ,因涉及到多目标调查 ,无论从理论上 ,还是实践中 ,都根本无法解决样本的代表性问题。本文开头提到的两个困难问题 ,笔者认为 ,第一个困难问题 ,是一个现实问题。我国加入ＷＴＯ五年后 ,政府管理体制必须转变 ,其中政府直接管理经济的职权和职能势必弱化 ,在各级政府考核中 ,经济业绩所占的重要性也将淡出。到那时 ,政府的社会管理职能将被大大突现出来 ,现今碰到的五…
