理性官僚制与三重转型时期我国行政组织模式的重塑

理性官僚制已为实践所证明是工业社会的理想组织模式。现阶段我国正处于由计划经济体制向市场经济体制、农业社会向工业社会的转型中。而全球化和知识革命的兴起又将正在进行这两种转型的我国推到了由工业社会向知识社会转型的门槛。从整体上看,现阶段乃至今后相当长时期内我国将处于市场经济体制下的工业社会。但在行政组织模式上,我国至今尚未建立起理性官僚制。因此,重塑理性官僚制就为三重转型时期我国的现实选择。

Rational Bureaucracy and Rebuilding the Administrative Organization Mode in China During the Triple Transition Period

It has been proved by the practice that the rational bureaucracy is the optimal organization mode in industrial society. Now we are in the process of transition from planned economy to market economy and agricultural society to industrial society. And the rise of globalization and knowledge revolution has pushed us into the stage of transition from industrial society to knowledge society. Generally speaking,in a fairly long time we must be under industrial society with market economy system. Therefore,rebuilding rational bureaucracy becomes a practical choice of China during the triple transition period.
