集体林产权制度改革在建设社会主义新农村中的作用

通过集体林产权制度沿革分析,提出了在新时期赋予林农林地的永久使用权、完善集体林产权委托代理结构和进一步放活集体林经营权以降低林权流转的交易成本等深化集体林产权制度改革思路。改革实践表明:通过集体林产权制度改革,显著提高林农营林护林的积极性,明显提高了林农收益,盘活了森林资源,促进了村财增加,促进基层单位职能的转变和农村社会和谐。为此,集体林产权制度改革,必将促进社会主义新农村的建设。

Role of property right system reform of collective forest in building a new socialist countryside

Based on analysis of the history of the property right system of collective forest,the approach to deepen the reform of the property right system of collective forest in the new era is proposed in the regards of offering the farmers the permanent use right of forestland,perfecting the dealership structure of collective forest property right,and activating the collective forest management right to decrease the dealing cost of forest right transfer.It is proved that the reform has significantly increased farmers' activity in forest management and their income and village finance,activated forest resource,promoted the role change of grassroots units and rural society being more hamonious.Thus,the property right system reform of collective forest will promote the construction of a new socialist countryside.
