| 摘 要： | 新县制下基层民意机关的制度设计蕴含着一定的民主元素、具有一定的民主程序及形式,但在制度设计上却处处体现维护封建地主、豪强士绅的特权的用意,处处潜存制约民主实现的障碍,所以从本质上看,新县制下的基层民意机关终究不可能成为保障民权、实现民主的场所.

| Abstract: | The system of basic level parliaments of the former Nanjing National Government had democratic elements and procedures,but it safeguarded the privilege of feudalist landlords and magnificent gentry.Therefore,basic level parliaments of the government feiled to be a democracy place;on the contrary,it was the barrier for democracy. |
