| 摘 要： | 和谐库区建设思想是在科学发展观指导下构建社会主义和谐社会理论的重要组成部分.为做好和谐库区建设工作,文章对和谐库区建设思想的理论支撑——坚持以"融入人本理念的经济建设为中心"的发展思维、统筹公平与效率以及生态协整理论等内容进行了全面理解;对其工作内容的阶段性与长期性、库区后期扶持工作的非市场配置行为的存在合理性等特性进行了深入分析.

| Abstract: | Harmonious reservoir construction idea is a main content of the harmonious reservoir society construction.On purpose of doing a better job,the theory support that includes adhering to the principle "center on the economiy absorbing People-oriented thought",considering justice and efficiency as well as coordinating reservoir environment,is fully understand.The characteristics that include phase and long-term and reasonable existence of the non-economic distributive means are analyzed. |
