变法不变心:清末"新政"得失新透视

清末“新政”是清廷为挽救统治危机而采取的自救措施。在这个自救的过程中 ,清廷一方面希冀引入欧美、日本的富强之术来改革弊政 ,另一方面又紧紧把住“三纲五常”这个传统的伦理纲常不放。此种首鼠两端的变法模式 ,与以往的中体西用模式有联系性 ,但更有与当时的政治外交环境相适应的新特点。本文以清末“新政”的两个中心观念为线索 ,逐层揭示了“新政”得失的一个深层次原因 :“新政”发动者难以克服其自身变法不变心的致命痼疾

Changing not the Essence but the Surface of Things:the Re- assessment of Some Questions Concerning the New Policy at the End of Qing Dynasty

In order to save the grave ruling crisis since Boxer Incident, Qing government and the feudal landlord class attempted to implement"Open The Policy" by the former"t'i-yong Formula". Compared with the past, they had made some progress in the depth and breadth of accepting"yung". However, because they could not absolutely tolerate the severe impacts of Western democratic theories on the basic principles of feudal moral conduct, their"new policy" didn't change essence. Consequently, their actions only aroused increasingly large rebellious powers.
