| 摘 要： | 结合国际贸易中的实际案例,文章对WTO保障措施中“未预见到的情况、进口数量增加、严重损害或严重损害威胁”等适用条件进行了分析,探讨了在适用WTO保障措施中较易引发争议的问题、缔约各方的分歧及WTO制度为解决这些问题与分歧所做的努力,对我国在采取保障措施或应对其他缔约方所采取的保障措施中应予注意的问题提出了建议。

| Abstract: | By an analysis of some cases of international trade, this paper studies such applicable conditions in WTO assurance measures as "conditions without foreseeing, amplification of the import amount, and severe damage and the threat of severe damage, etc.", then discusses the problems that are apt to cause argument, and disagreements between the pacted sides, and the possible way to solve the problems. Some measures are proposed in the final part. |
