生态决策与新疆大开发

新疆近代开发缺乏对生态环境制约因素的认识和正确决策是导致生态环境恶化的因素。目前环境出现恶化状况的深层次原因 ,主要是人口急剧增加、传统农业超速发展和开发决策中没有生态环境决策的内容等。文章提出了生态决策的概念 ,并对此进行了初步的论证 ,指出生态决策是新疆大开发走可持续发展道路的基本条件之一。

The Ecologic policy-making and the Large-scale Development of Xinjiang

The lack of the understanding of the ecologic environment as a restricting factor and of the correct policy-making in the development of Xinjiang in modern times is one of the causes leading to the ecologic changes, while the causes in depth for the worsening of environment at present mainly include the rapid growth of population, the development exceeding the speed limit of the traditional agriculture, the lack of the content about ecologic environmental policy-making in making the policy of development, and so on. This article puts forward the concept of ecologic policy-making, makes a preliminary discussion on it and points out that the ecologic policy-making is one of the basic conditions for the large-scale development of Xinjiang in taking the road to a sustainable development.
