| Abstract: | Procedure is an ege-catch mark and security of the modern rule by the law.If there is no perfect procedural law and its fine operation.There is no rule by the law.In china We have obtained some achievement in the system of procedural law but many problems exist so it is very significant for governing the country by the rule of law to reconstruct optionized cognition of procedure. |
