| 摘 要： | 服务型政府是我国当前时期的主导行政范式.服务型政府首先是以服务为核心价值的政府理念,是公民本位和公民意志在社会管理中居于决定性地位,旨在重塑公共行政价值观,解决当下行政人员价值观失范的问题.服务型政府的建设是一个长期、复杂和艰巨的任务,必须依靠观念的植入和外在制度的保障.用价值分析方法对服务型政府理念及建构问题进行探讨有利于彻底转变政府的官本位意识、官僚主义作风等传统行政价值观,使上层建筑和法律制度的设置规范化、伦理化,最终从根本上保证公民权利的实现,解决政府权力异化问题.
