农民可行能力视角下的我国征地制度改革

运用阿玛蒂亚·森的理论框架从失地农民可行能力视角对我国征地制度问题进行研究.结果表明,在现行征地制度框架下,失地农民的可行能力总体上处于十分低下的水平,主要表现在经济条件恶化、社会机会不足和防护性保障缺失三个方面.指出应该提高农民的可行能力,推进征地制度改革.具体措施应包括:提高征地补偿标准,改善失地农民的经济条件;改革征地补偿费分配制度,保证失地农民得到足额经济补偿;加大对失地农民的教育培训和医疗保健投入,给失地农民提供充分的社会机会;重视土地对于农民的保障作用,逐步建立覆盖农民的社会保障体制,提高对失地农民的防护性保障;改革征地程序,保证被征地农民参与征地过程中的重大决策.
