我国科技人力资源配置效率评价研究

摘    要:从投入和产出的角度,构建了我国科技人力资源配置效率评价指标体系;运用数据包络分析(DEA)研究方法,对我国30个地区的2011年科技人力资源配置效率进行了测评,从横向进行了对比分析.结果显示:只有6个地区配置有效,仅占全国总量的20%左右,整体配置效率不甚理想.同时通过松弛变量分析,对DEA无效地区给出了指标调整方向和具体的调整量.

Abstract:From the perspective of inputs and outputs, the paper constructs evaluation index system of techno- logical human resource allocation efficiency in China, and makes a comparative analysis horizontally of alloca- tion efficiency of technological human resources among China' s 30 districts in 2011 using data envelopment a- nalysis (DEA) method. The results show that only 6 cities can achieve effective allocation, accounting for on- ly about 20% of the total within the country, which means overall efficiency is not ideal. Meanwhile, via slack variable analysis, the paper provides index adjustment direction and specific adjustment for DEA invalid area and makes suggestions for technological human resource allocation optimization as well.
