牧区工业化进程中的牧民主体性

在传统工业化模式的城乡对立思路下，牧民始终处于被动的地位，其主体性得不到确立和发挥。在牧区工业化进程中，牧民是主要承担者和建设者。需要什么样的牧区，牧民最清楚，最有发言权。但现有的机制远不能满足牧民的利益表达和诉求表达的需要，从而使牧民的合法权益也得不到保障，牧民的意愿得不到尊重，成为影响牧民的主体性地位实现的最大障碍。要真心实意地相信牧民，着力培养牧民内在的自我发展、自我超越的能力，不断推进牧民的全面发展，需要进一步完善牧民利益表达机制，从而实现牧民的主体性地位的不断提升。

On Herdsmen Subjectivity During Industrialization Period in Pasture Area

In the urban and rural opposing thought of traditional industrialized module, herdsmen have been in a negative position, their subjectivity can＇t be established and developed. During the industrialization period in pasture area, herdsmen are the main undertakers and constructors. Herdsmen are clear about the type of the pasture and they have the right to express. But the existing mechanism can＇t satisfy herdsmen＇s interest and de- mand expression, thus herdsmen＇ s legal interests can＇ t be guaranteed, herdsmen＇ s willing can＇ t be respected, these become the worst barriers of impacting the attainment of herdsmen＇s subjectivity. Believe herdsmen truly, cultivate herdsmen＇s ability of inner development and self- surpass, moving herdsmen＇s integrated development forward continuously, herdsmen＇s interest expression mechanism needs to be improve and the position of herds-men＇s subjectivity can be realized step by step.
