儿童贫困治理的几个理论问题

儿童贫困具有二维多元内涵,包括经济贫困和服务贫困,与成年人贫困和家庭贫困既相互区别又相互联系。儿童贫困治理不同于儿童福利工作,应以实现儿童权利、彰显公平正义、与经济协调发展为基本价值诉求。通过政府和非政府组织共同参与,依托家庭,克服儿童在物质、教育、医疗、照顾、文化等方面的资源匮乏,改善贫困儿童经济状况,提高生活质量,建立儿童健康成长与全面发展的治理体系。

Theoretical Issues Related to Child Poverty Governance

Child poverty has two - dimensional multi connotations, including economic poverty and service poverty, which is mutually distinct and interrelated with adult poverty and family poverty. Child poverty governance differs from the current child welfare work. We should build the governance system based on government and NGO participation, taking realizing the rights of children, demonstrating fairness and justice and promoting eco- nomic development as the value proposition, relying on family to overcome the lack of resources faced by children in material, education, health, care, culture and other areas, to improve poor children economic status and life quality, and to promote their healthy growth and comprehensive development.
