| 摘 要： | 建设服务型政府是十六大以来明确的政府改革方向，并在实践中取得了积极成果。本文结合服务型政府的实践成果，提出了服务型政府建设的核心是秉持公平正义的价值取向，目标是建设适度规模、公共服务和依法行政的政府，保障是程序公开的三维解读模式，对服务型政府的基本运行架构进行探讨。
