农村民主政治建设的法律问题浅析

1998年《中华人民共和国村民委员会组织法》正式颁布实施,村民自治实践日新月异,农村民主政治建设发生了深刻变革,取得了一些成果,但由于历史和现实原因,仍然存在一些问题.比如选民资格认定、候选人条件确认、对村委会成员的罢免程序、村务公开制度、新旧村委会班子工作交接等方面,相关法律法规还需要进一步补充和完善.

Law Issues in Construction of Democratic Politics in Rural Areas

The practice in villagers autonomy has undergone great changes since the issue and implementation of the new Villagers Committee Organization Act of P.R.C.,and the construction of democratic politics in rural areas has made achievements.Due to historical and temporary factors, however,problems still exist in the following aspects requiring improvement: confirm of qualification of both voters and candidates,definition and prosecution of illegal acts,procedures in recalling villagers committee members,villagers conference s authorization on villagers' representative meeting,publicizing system of village affairs,and transition of old and new villagers' committees.
