| 摘 要： | 从1998年下半年开始实行的积极财政政策,至今已有七个年头,七年的积极财政政策实践可以划分为三个阶段:1998年下半年至1999年上半年为启动阶段,1999年下半年至2003年上半年为强化阶段,2003年下半年至2004年为深化阶段。

| Abstract: | It has been 7 years since the active financial policy was carried out in the second half year of 1998. The 7 years' practice of the active financial policy can be devided in 3 stages: the starting stage from the second half year of 1998 the first half year of 1999; Strengthening stage from the second half year of 1999 to the first half year of 2003; the deepening stage from the second half year of 2003 the year of 2004. |
