| 摘 要： | 社会文明概念是对人类社会进步状态的整体性把握。物质文明构成人类文明的经济基础内容,政治文明和精神文明构成人类文明的上层建筑内容。就政治文明对物质文明和精神文明的作用而言,其具有导向作用、规范作用和创新作用。
