| 摘 要： | 高校科技创新依赖知识和人才。如何充分调动和发挥高校科技人才自主创新的积极性，创造更多的科研成果，对于促进经济的快速发展尤为重要。因此，针对吉林省科技人才自主创新的现状进行实证研究，从制度层面找出制约科技人才自主创新的因素，力图构建加快吉林省科技人才自主创新的激励机制，以实现科技人才对吉林省的支撑作用。

| Abstract: | The technology innovation in universities relies on the knowledge and talents. The rapid economic development depends on how to mobilize and exert the independent innovation positivity of universities technology talents and how to create more achievements in scientific research. Therefore, the independent innovation current situation of Jilin province technology talents is em- pirical researched in this paper, the factors that restricts technology talents independent innovation is found out from the institutional level, the aim in this paper is to construct the incentive mechanism of Jilin province technology talents independent innovation more rapidly, it can reflect the supporting role of talents effect to the development of Jilin province. |
