| 摘 要： | 有效政府着重表现在有限性、民主性、法治性、学习性、服务性等方面。作为新兴的政治参与方式,网络政治参与对构建有效政府有着重要作用,具体表现在网络政治参与约束着公共权力的运行范围、推进政府决策的科学化民主化、助推参与型政府模式的建立、监督依法行政各环节、暴露法治方面的缺失、推动着网络时代官员的学习、促进电子政府建设的发展、敦促政府力行公共角色、提升政府回应性等方面。
