民主与集中的分界——基于交易成本的新制度经济学视角

民主集中制是中国共产党和相应各级政权的基本组织制度。尽管民主集中制的内涵和外延是清晰的。然而,由于其概念的复合性,使得无论从理论上还是从实践上都存在相当大的争论和操作空间。传统上,对民主集中制的讨论主要是从政治学、历史和现实的角度进行的,但是对其从理论角度的探讨并不多。特别是对民主和集中之间相互依存关系进一步的一般性规律的分析和民主与集中之间的分界如何,并无一个统一的模型进行探讨。民主与集中的关系,从本质上来说,就是在决策时,是采用科层式的命令方式还是采用咨询或投票的竞争方式来进行。这其实与新制度经济学解释经济活动是通过科层还是市场竞争的组织方式并无本质差别。本文从交易成本理论出发,从制度演化的一般规律角度,解释了民主与集中互相依存的根本原因是出于降低决策中交易成本的演化结果。并认为,民主与集中的分界取决于两种决策方式引发的交易成本的相对大小。结论认为,民主集中制是应对实际政治生活中交易成本不为零的一种必然的组织选择和较好的决策方式,在实践中应该遵循决策交易成本最小的原则来选择民主或是集中。
