| 摘 要： | 政府职能的正确行使，对排污权交易市场作用的发挥具有重要影响。美国、德国等诸外国政府在排污权交易市场中主要体现了制定交易规则、监测排污信息与制裁违规行为等特点。为有效推进我国排污权交易市场的健康发展，我国政府应该准确定位其在排污权交易市场中管理者、协助者和引导者的角色。
