| 摘 要： | 公共福利循证策略是近年来在西方公共福利研究中兴起的，将循证概念运用于公共福利服务领域，从而满足社会福利服务方面各种新的挑战和需求，加强回应公共福利使用者需求和提高效能的热门策略。循证取向的实务与政策在国际公共福利领域内迅速发展，对传统的福利观念的转变具有极大的促进作用，为福利服务实践和福利政策决策提供了科学的指导。循证策略也给中国的福利改革带来了启示，从实践上为我国社会福利改革提供了解决问题的工具。
