| 摘 要： | 马克斯.韦伯的现代理性官僚制理论是建立在合理性原则基础上的,韦伯对这一合理性原则的二分式运用,使得构成官僚制的合理性基础不完整。现实中的官僚制并不如理论上描述的那么科学有效,官僚主义、腐败、低效率等官僚病在官僚体制中无所不在。官僚病的产生和泛滥与官僚制的合理性基础的构成密切相关。

| Abstract: | Imperfection of the theory of foundation of bureaucracy leads to its congenital defect.In the theoretical design and practical application of bureaucratic system,due to too much emphasis on its formal rationality,overlooking its substantial rationality,many bureaucracy ills are inevitable.To treat the bureaucracy ills,the theory of rationality of bureaucracy must be re-examined to achieve the true integration of "form" and "substance". |
