论政府与社会间的职能转移

新形势下 ,政府职能定位和冗余职能的合理有效处置是一个十分重要的问题。政府不但要充分发挥应有的政治、经济和文化作用 ,而且要进一步培育和发展社会中介组织 ,大力加强城乡社区建设 ,提高社会自治能力。政府必须将冗余职能顺利移交给社会 ,以提高政府行政效能处理好政府与社会的关系

Discussion on Chongqing Government and Duty Transformation between Societies

Under new situation, the duty position of Chongqing government and reasonable treatment of surplus duty are an important issues. Chongqing government not only sufficiently gives free rein to present political, economic and cultural function but also further cultivates and develops social agent organizations and consolidates construction of cities and countryside and holds highly social self-management ability.
