| 摘 要： | 为了应对全球气候变暖所带来的环境与发展问题，各国携起手来共同应对，碳减排国际谈判则是减缓气候变化的重要努力。我国要准确评估气候变化对经济社会产生的影响，在国际上争取最大的发展权益。碳减排是一个系统的工程，需要从更新观念开始，并以制度建设为保障，加大研究力度，落实国家行动，促进经济社会转型。同时，各地方政府亦需要积极参与，将碳减排与经济社会发展结合起来，创造最大的共生利益。
