农民风险的现实表现及其防范对策研究

党的十七大进一步加强农业基础地位，加强农村基础设施建设，加大支农惠农政策力度，必将为新农村建设的深入推进开辟一片新天地。不过，由于农业、农村和农民与自然的天然联系以及工业化过程中所带来环境污染与恶化，自然风险不断增强，再加上国家长期以来对“三农”方面投入的不足和农民自身的缺陷等问题，农民的抗风险能力非常薄弱。当前开展农民风险问题及对策研究，对解决“三农”问题、推进社会主义新农村和全面小康社会建设具有重要的理论和现实意义。

A Counterplan Research on the Realistic Performance of Farmer Risks and Guards

The 17th Central Committee of Chinese Communist Party makes a further strategic plan to reinforce the position of agriculture as the foundation of the economy,to improve rural infrastructure,and to strengthen policies to further benefit farmers,all of which will certainly offer new opportunities for new countryside construction.However,due to the inherent tie between nature and agriculture,rural area and farmers,together with the environmental pollution worsened by industrialization in the past years and insufficient investment from the government as well as peasants' innate defects,farmers' resistance against disasters is as weak as before.Therefore,a study of farmers' abilities to resist risks and countermeasures is of important theoretical and practical significance to new countryside construction and all-round well-to-do society building.
