| 摘 要： | 从人道主义、社会公正、代际公平、法定责任、公共管理职能、国际经验等多个视角阐述了政府的养老责任。分析了我国政府的公共财政能力,认为加大养老投入,提高我国老年人,尤其是特因老人的养老保障水平和生存质量是完全可能的。

| Abstract: | The government's pension liability is discussed in the paper from such perspectives as humanitarianism,social justice,inter-generational equity,statutory duty,the public administrative functions,and international experience.After analyzing the government's competence at public finance,the paper holds that it is possible to increase pension investment so as to improve the country's level of old-age security and the quality of life of the elderly,especially the one of those extremely poor. |
