农户环境意识与环境投资需求偏好分析——以南京市城市边缘区为例

通过调查南京城市边缘区农户对现有农村环境质量状况的认识、评价和农户对政府投资农村环境建设的期望偏好,比较和分析了农户对新农村建设中政府不同类型公共投资的需求。结果认为,目前城市边缘区农村环境质量处于不断恶化之中,新农村建设中加强农村环境建设十分必要,而且农户对此也有较强的需求。从满足农户需求出发,政府有限的资金应当重点投资于既能产生经济效益又能产生环境效益的基础设施建设项目,注重政府投资项目偏向于具有较强的公共物品性质,同时加强农户环境意识和环境知识的宣传和教育,引导农户增加农村环境投资建设。

Analysis on farmer''''s consciousness and demand on rural environment——A case study in the rural fringe areas of Nanjing outskirts

The authors carried out an investigation into the farmers' attitudes towards rural environmental quality,and their preference of government public investment at Nanjing urban fringe area.The paper analyzed the rural farmers' preference difference for the different types of the government public investment in terms of the degree of demand.The sesults showed that the quality of the environment in current rural areas had been worsening,and that it was necessary to strengthen the improvement of rural environment,on which farmers also had much demand.In order to meet farmers' preference for public investment,the limited government funds should focus on the projects of infrastructure construction which may generate both economic benefits and environmental value.Meanwhile,governments should invest more in public goods than private goods.Also,the authors believed that it was important to strengthen farmers' environmental awareness and induced them to invest in rural environment development.
