关于农村土地制度改革的思路与对策

农村土地问题是当前＂三农＂问题的核心,也是关系到农业发展和农民增收的根本问题。当前农村土地问题越来越严重,其根本原因是土地所有权与使用权长期分离,阻碍了农村经济的飞速发展。本文通过分析建国以来农村土地制度的演变历程,借鉴西方制度经济学中的＂制度效率＂理论,对农村土地制度存在的突出问题进行思考,提出改革和完善农村土地制度的新思路和对策。
