| 摘 要： | "善治"(Good Governance)是西方近年来随着全球化与民主化进程的推进而产生的一种倍受推崇的治理理念,其本质特征在于政府与公民对公共生活进行合作管理,目的在于求得公共利益最大化.建立健全的"公民社会"是民主国家实践善治理念的基本诉求.实施"公民教育"以提升社会成员的公民意识、锻造良好的公民品质和相应的政治参与能力,对于培育健全的公民社会,推进善治模式的普遍形成有着深远的意义.
