On Regulatory Rules and Function of Administrative Conventions in Public Security Administrative Enforcement of Law

As one of informal sources of law, administrative conventions play important roles in public security administrative enforcement of law. And they have positive and negative functions for public security administrative enforcement of law. We should gradually standardize administrative conventions by statutorization, liquidation and review of them, so that we can reduce their harmful effects to public security administrative enforcement of law.
