| 摘 要： | 清代乾隆后期 ,延至嘉庆初年 ,封建王朝的体制弊端、“古稀天子”的倦政庇护和文武同僚的阿附沉默 ,客观上纵容、助长了权臣和贪财枉法 ,蠹国病民 ,使他成为清代乃至中国历史上首屈一指的大贪官。

| Abstract: | During the period from Emperor Qianlong's late days to Jiaqing's early reign, the disadvantages of the feudality system, the old emperor's shield, combined with the colleagues' dumbness and flattery, had encouraged Heshen to get more and more greedy and corruptive, until become an notorious malfeasant in the Chinese history. |
