| 摘 要： | 美国宪法是当今世界最古老的一部成文宪法,在长达200多年的风雨历程中,美国宪法始终保持其强大的活力和生命力。美国宪法的超稳定性机制及其长久生命力就在于其本身的"谈判机制"以及自我完善、自我更新和自我适应机制。美国宪法之所以具有一种"超稳定性",恰恰因为它处在一种永恒的、因循各利益集团现实实力重新分配联邦保护权和资源的动态之中。

| Abstract: | The Constitution of the United States is the oldest written constitution in the world.In the past 200 years,the Constitution of the United States always kept its vigor and vitality.The super stability and vitality of the Constitution of the United States lie in its "negotiation mechanism" and self-perfecting,self-updating and self-accommodating mechanism.The reason why the American constitution has a kind of "super-stability"just lies in an ever-lasting dynamic state in which the federal protection and resources are redistributed according to the existing strength of various interest groups. |
