摘    要:人才服务五大功能区域是重庆市“科学发展、富民兴渝”的必然要求和五大功能区域差异化发展的必要条件.重庆市划分五大功能区域后对人才服务提出了新要求,分析并提供各功能区域所需人才服务,保障人才服务水平,将是功能区战略作用发挥之关键.然而,当前重庆市人才服务五大功能区域还存在着人才资源优势不明显,人才服务特点不突出,人才工作机制不创新等诸多挑战.针对这些挑战,文章提出了创新提升路径:明晰服务目标,优化服务队伍,丰富服务内容,改进服务方式,创新服务政策.

Abstract:Talent service for five functional areas is the inevitable requirement of scientific development, enriching the people and prospering Chongqing and a necessary condition for development of the five functional areas. It puts forward new requirements to talent service after Chongqing divided five functional areas. Analyzing and providing the required talent service of each functional area, ensuring talent service level, is the key of functional area strategy to play role. At present, the talent service of Chongqing five functional areas still exists many challenges such as the advantage of talent resource is not obvious, characteristic of talent service is not outstanding, talent work mechanism is not innovative. These will restrict the rapid development of economy and society of Chongqing five functional areas. In view of these challenges, this article puts forward following innovation promotion way: clearing service goals, optimizing service team, enriching the content of service, improving the way of service, innovating the policies of service.
