| 摘 要： | 提高自主创新能力、建设创新型国家，是全面建设小康社会、实现中华民族伟大复兴的必然要求。为建设创新型国家培养杰出人才，高水平大学责无旁贷。事实证明，高质量的大学教育是培养杰出人才的根本条件。高水平大学必须确立精英教育理念，构建个性化培养与研究性教学相结合的创新人才培养模式，真正完善和落实教师考评制度，弘扬具有民族特质的教师精神，创新学术管理体制，优化育人环境。

| Abstract: | Enhancing independent creativity and constructing a creative country are the inexorable requirements for an overall well-off society and the great revival of the Chinese people.It is an unshirkable duty of a high-level university to develop outstanding talents for constructing a creative country.It has been proved by facts that top university education is the fundamental condition for developing outstanding talents.To take such a responsibility,a high-level university is supposed to establish the philosophy of elite education,structure a developing pattern of creative talents by combining individualistic development and research-oriented teaching,improve and carry out teacher evaluation system firmly,carry forward nation-unique teachers'soul,create academy-management system,and optimize the environment of cultivating students. |
