| 摘 要： | 周恩来总理在其一生的行政实践过程中，展现了伟大的公仆精神。周恩来的公仆精神具体体现为：恪尽职守，执政为民；鞠躬尽瘁，勤政为民；严于律己，廉政为民。周恩来公仆精神对于更好地体现共产党的执政理念，提高公务员的自身素质，转变政府职能，促进社会主义和谐社会的建设具有重要的时代价值。
