摘    要:知识经济以人为主体,以人为重要的经济资源,要求人事管理能够充分挖掘人的内在潜力,充分注重整体性人才的开发、利用、培育。传统的人事管理制度已不能适应新形势发展的需要,必须建立以人力资源管理为核心的现代人事管理制度。现代人事管理应具备下列主要职能:1.加大人力资本投资力度,强化人力资源管理效能。2.大力营造有利于优秀人才脱颖而出、充分发挥潜能的良好环境。3.重点建设一支包括党的领导人才、经营管理人才和科技人才在内的知识经济型人才队伍。

Abstract:Knowledge econ9my has humans as the subject and an important economic resources,and it demands that personnel administration bring out the human potential and pay great attention to the training of talents.The traditional sys tem of personnel administration cannot meet the needs of the new situation and a human-focused system should be estab lished.Modern personnel administration should:(1)increase the investment of human capital and make more effective the administration of human resources;(2) create a more favorable environment for more talents;(3) train talents of the type of knowledge economy,including Party leadrs,administrators and qualified scientists and technicians.
