| 摘 要： | 辽宁省是东北老工业基地，在以往的经济建设过程中，重工业的大量存在给生态环境造成了沉重的负担。党的十七大报告提出了生态文明建设的观点和任务，其指导思想是“以人为本”、全面协调可持续发展的科学发展观。面对新时期的发展任务，辽宁省必须从实际出发，以建设和谐生态辽宁为目标，用科学发展观指导生态环境的建设。
