摘    要:利益主体的多元性决定了政府绩效评估不可能只涉及单一主体,政府绩效评估主体的确定需要克服单一主体的局限来保证政府绩效评估的科学公正。基于公共治理视角和对政府绩效评估的主体构成及其多元化构建过程中的制约因素分析,实现政府绩效评估主体多元化,应构建参与型文化,完善相关法律法规,发挥内外主体合作效力,实现参与途径多元化。

Abstract:Determining the diversity of stakeholders to assess government performance can not only involve a single subject. The subject of government performance evaluation to determine the need to overcome the limitations of a single body to ensure that the government's science fair performance evaluation. Based on the analysis of the main public governance perspective and composition and diversification of government performance evaluation process of building constraints that government performance evaluation to achieve diversification, we should build participatory culture, improve relevant laws and regulations, play the cooperative effectiveness both inside and outside the body,achieve participatory in diverse ways.
