| 摘 要： | 本文分析了1909年的清末禁烟运动,探讨了实行禁烟过程中禁种、禁吸、禁卖等方面的具体问 题。通过分析史料,得出了:"禁烟运动虽然取得了一定成绩,但由于领导机构上的原因及一些实行中的具体 原因,使禁烟运动在实际上没有达到预期效果。"的结论。
